Dr. Joe Cobb is a visionary leader, expert consultant, and public servant dedicated to fostering meaningful connections, strategic growth, and transformative leadership. With over 40 years of experience as an Executive Director, Pastor, and Mayor, Joe has guided organizations, communities, and leaders through complex challenges with insight, compassion, and innovation.
At Aspire Leadership Consulting, Joe leads Strategic Planning and Government & Community Engagement, helping organizations develop forward-thinking strategies and navigate change effectively. His expertise in leadership development, conflict resolution, and organizational transformation is informed by his extensive public service, including his tenure on the Roanoke City Council and leadership roles in regional governance, social services, and advocacy.
Joe holds a Doctor of Ministry from Columbia Theological Seminary, with research focused on the intergenerational impact of local government decision-making. He also has a Master of Divinity from Perkins School of Theology and a Bachelor of Philosophy from Southwestern College.
